The short answer

CSCS calls itself the leading skills certification scheme within the UK construction industry, and says its cards provide proof that individuals working on construction sites have the appropriate training and qualifications for the job they do. That is the whole idea. The card is a portable record of competence you show at the gate, so the person letting you on site does not have to take your word for it.

What the card actually proves

It is evidence of two separate things, and you need both:

That you are qualified for your occupation. You must have completed, or be completing, a nationally recognised qualification relevant to your role, plus any additional training specified for that card. Without one CSCS can issue a temporary card, but only once you are registered onto the right qualification.
That you have passed the health and safety test. You need a pass in the required CITB Health, safety and environment test, or an approved alternative, gained in the two years before you apply. Your CITB testing ID goes into the application, which is why you keep the score report.

A test pass alone does not get you a card, and a qualification alone does not either.

What a CSCS card is not

This is the part people get wrong, so it is worth being precise.

It is not a legal requirement. CSCS states plainly that holding a card is not a legislative requirement, and that it is entirely up to the principal contractor or client whether workers have to hold a valid card before being allowed on site. No UK statute says you must carry one.
It is not a licence to work. Nobody grants or withdraws your right to work in construction through the card. What happens instead is that most principal contractors and major house builders make a valid card a condition of site access, so many sites will turn you away without one. It is not a qualification. CSCS does not deliver courses, training, qualifications or exams. The card records qualifications you earned elsewhere; it does not award them.
It is not for every site visitor. CSCS says people attending site to perform a non-construction occupation should not be expected to carry a card.

CSCS and CITB are two different organisations

People use the two names as if they were one body. They are not, and confusing them is how applicants end up ringing the wrong helpline.

CSCS runs the card scheme. It assesses your application, issues the card and charges £36 for it. The Apprentice card is issued free of charge.
CITB owns and operates the Health, safety and environment test. It costs £23.50 and must be booked directly through CITB. CSCS cannot assist with or arrange test bookings, and it does not endorse or approve training providers or third-party CSCS card services.

What is on the card and how it gets checked

Approved applicants get a digital card immediately through the My CSCS app, with the physical card following within 10 working days of the application being processed. The digital version shows the holder's photograph, qualifications, training, occupation and the card's expiry date, and it is verified through CSCS Smart Check by QR code or manual entry. CSCS describes Smart Check as the only platform covering all 2.3 million cards that display the CSCS logo. There is no single CSCS card. CSCS issues a number of cards reflecting the different occupations and qualification levels in construction, and the one you need decides which HS&E test you must sit.
